Khaled A Saleh
Mr. Saleh, a long-term serving judge and legal consultant for a variety of entities in both public and private sector, has been the legal advisor for Bahrain Defence Force (BDF) (1989 – 2021), where he rendered legal advice to the Defence Minister, Head of Staff and directors of different BDF departments, as well as handling inter-ministerial legal relations where the BDF is involved.

All the advisory and other legal affairs at the Defence Ministry were under his direct supervision, including participation in negotiations and drafting of international military agreements for the procurement or maintenance of weapons and equipment, including technological military systems in dealings with international companies.
Mr. Saleh was a senior legal advisor to the Kuwait Petroleum Corporation (KPC). He was judge in Blue Nile region of the Sudan, and Sudan Appeal Court before retiring as judge and practicing advocacy from his office in Sudan. Mr. Khalid also advised in connection to the interpretation and implementation of local and international employment contracts, revision and/or drafting of international protocols and memoranda of understanding, as well as participating in the negotiations for the settlement of disputes involving local and international bodies.
Mr Saleh supervised local and international arbitration procedures. His affiliations included the Chartered Institute of Arbitrators, Sudan Bar Association, the Bahrain-based GCC Commercial Arbitration Centre.
Abdulla Ahmed, PhD

A Chronology of Experience:
From November 2015 to present
As of November 2015 Dr. Abdalla was back at the Electricity and Water Authority, Bahrain, in the position of Manager, Legal and Insurance Affairs reporting to the CEO. (more details below).
From November 2013 to October 2015
During the period from November 2013 to October 2015 he worked as a legal consultant for the National Oil and Gas Authority (NOGA) of Bahrain, reporting to the Minister of Energy, Bahrain. NOGA, is responsible for regulating, overseeing and developing oil and gas and related industries in the Kingdom of Bahrain. It represents the Government of Bahrain in supervising the performance of the oil and gas companies, both fully or partially owned by the government.
As the sole legal advisor reporting to the Bahrain Minister of Energy, Dr. Abdalla’s job covers, without limitation, the following responsibilities:
- Submission of written and oral legal advice to the Minister and other staff on different legal issues.
- Submission of reports from time to time as requested by the Minister or the Board of Directors.
- Drafting new bills for the enactment of new laws and regulations.
- Drafting, reviewing and negotiating various forms of agreements and contracts of different nature and value.
- Management of legal issues relevant to procurement and tendering including preparation/review of tender documents (RFPs), tender notices/bulletins and clarifications.
- Follow up of all legal issues of the Authority, including but not limited, litigation, compliance, procurement, legislation tec.
- Participation in the meetings of the Board of Directors.
Achievements (2013 to 2015):
- Drafting, as an urgent matter, of a new law for combatting smuggling and other illegal activities in relation to subsidized petroleum products, which has been approved by the Parliament and enacted as a new law.
- Drafting of the implementing regulations for that law.
- Effectively participating in the preparation of the tendering documents for a new big project for the construction of a floating LNG Terminal which is based on PPP.
- Drafting of a comprehensive law for oil and gas in Bahrain. By the way, although Bahrain is the first country in the Gulf where oil has been discovered (1938) this is the first attempt to draft a comprehensive oil and gas law in Bahrain.
From 2003 up to date
Joined the Bahrain Electricity and Water Authority (EWA) of the Kingdom of Bahrain as of March 2003, in the position of legal expert, up to October 2013 in full-time, then in part-time until November 2015, in coordination with the Oil and Gas Authority, then back to EWA in full time. EWA, which employs about 3,500 people, is responsible of the Electricity and Water sector in Bahrain. Its business involves production, transmission and distribution of electricity and water, through engagement in various projects and contracts, especially construction of turn-key projects. The current job covers the following responsibilities:
- Negotiation, drafting and review of contracts including IPP and IWPP Contracts (based on PPP), Renewable Energy, EPC Contracts, Service Contracts, IT Contracts, Islamic and traditional Finance Agreements, especially with the Islamic Development Bank and the Gulf Funds, Supply of Goods and Materials Contracts, Operation and Maintenance, Insurance, etc., representing Bahrain in the drafting and negotiation of Gulf Electrical Interconnection Agreements including the GCCIA Grid Code, the drafting and negotiation of the Arab Electrical Interconnection Agreement which covers all the Arab countries, and (Currently) the review of the Arab Grid Code.
- Bill Drafting and other instruments including the Electricity and Water Law and many other bylaws regulating the electricity and water sector, EWA human resources, financial affairs etc.
Between 1988 and 1996 Dr. Abdalla has been running his own law office, mainly in the field of court litigation, covering all courts (from the minor ones to the Supreme Court) and various disputes (civil, criminal, commercial, contractual and tortious liability). Other office activities include: amicable settlements, preparation of legal memoranda for claims, defence and appeal cases. From 1993 Dr Abdalla became Commissioner for Oaths, performing drafting and attestation of contracts and other documents.
Dr. Abdalla affiliations included the membership of the Sudanese Bar Association and the Construction Law Society.
